President - John Lozano

John Lozano is a Los Angeles native veteran official having started his high school basketball officiating career in 1978 with the Los Angeles Basketball Unit while a student at UCLA.  His on-court officiating accomplishment include working CIF, CIF-SS and CIF-LA championships.  He also worked women’s NCAA basketball at Division I, II and III as well as community college with several post season assignments.

John has served as the CIF Basketball Rules Interpreter, CBOA Instructional Chair and LA Basketball Unit Instructional Chair. He currently is the CBOA President whose term concludes in 2021. 

He has attended UCLA, USC earning a BS in Computer Science from California State University, Northridge.

His professional career spanned forty years between two defense contractors.  During those forty years, he worked primarily in computer engineering and IT.  John retired in August 2019 as Director of IT. 

Outside of officiating and his professional careers, John is married for over 30 years with five children and six grandchildren.  He enjoys bowling, reviving his trumpet playing and attending professional sporting events.

At-Large Member/Southern California - Monte Murray

Monte Murray is a veteran official having started his high school basketball officiating career in Seattle, WA in 1980.  He graduated from O’Dea High School 1978 in Seattle where he played basketball and baseball. After high school Monte worked in the restaurant industry as he attended The University of Washington earning a Bachelors Degree in Business Administration in 1986. Monte moved to Glendale, CA and joined the San Gabriel Valley Unit in 1992 and served as a Board Member-At-Large, Vice President, President, and Secretary/Treasurer. Monte was a CBOA Executive Council member from 1998 to 2018 when he was appointed to the CBOA Executive Board as an At-Large Member/Southern CA, then elected to the same position in 2020. In 2019 Monte transferred to the San Fernando Valley Unit. Monte has also officiated high school baseball and softball since 1989. He has had the privilege of working multiple CIF Southern Section Championships in both Basketball and Baseball.

Outside of officiating Monte has been married to his wife Sharon for 26 years and has boy/girl twins that are college students’ class of 2022. His son Mariano, an Eagle Scout, attends Rensselaer Polytechnic Institute in Troy, NY, studying Computer Systems Engineering and Computer Science while his daughter Meisha, an Art major attends St Johns University in Queens, NY and plays softball for the Red Storm. Monte has worked in a sales career that has taken him to several industries.  Monte is volunteer adult leader for the Boy Scouts of America, Troop 303 in Canyon Country, CA. He is also is an Assistant Umpire-in-Chief, who helps to teach, train and assign Umpires for California Little League District 40 that covers the San Fernando Valley, Santa Clarita Valley north to Frasier Mountain.

At-Large Member/Northern California - Bill Black

Bill Black started his high school officiating career in 1982. He’s a San Francisco native (go Giants!) having attended Lowell High School, UC-Berkeley (Go Bears!)and received an MBA from Golden Gate University. He’s been active in both the San Francisco based Northern California Basketball Officials Association (SF Peninsula CBOA Unit) and the Marin-Sonoma-Solano-Napa based Golden Gate Officials Bureau (Golden Gate CBOA Unit) having served in numerous roles in both groups, including President, Vice President, Secretary Treasurer, Assignor and Ratings/Assigning Committee Chair. He also spent nine years as the Training Coordinator for the SF Peninsula Unit. In addition to him serving on this CBOA Executive Board, he also currently serves as the San Francisco Section Liaison for the California Interscholastic Federation helping select officials for the NorCal and State Hoops Championships. He previously served on the Editorial Board of Referee Magazine.

 

Bill also strongly believes in being involved in his community and has served on numerous Non-Profit Boards over the years, including currently on the Lowell Alumni Association board of his High School Alma Mater. He’s also actively involved with numerous roles at Cal, including the San Francisco Grid Club and the Excellence Club for their Mens’ Hoops program. As an active Certified Public Accountant, he’s been the owner of a tax-based accounting firm based in Downtown San Francisco for the past 32 years. He’s been married to Chicago native Lenore Naxon for 33 years and is the proud father of Ilana, a proud University of Michigan alum, who’s a recruiter in Los Angeles (and has promised to never become a Dodger fan!).

 

At-Large Member/Northern California - Dave Gregory

Dave Gregory (born December 14, 1950) is a graduate of Riverside Poly High School (1968) and UCSD (1972, BA Biology). Dave played basketball at UCSD all 4 years and two weeks prior to graduating from UCSD was drafted by US Army (draft number=26, MOS-92B).  After completing active duty in 1974, Dave used G.I. bill to earn a BS in Mechanical Engineering from CSU- Fullerton. Upon graduation from CSUF, Dave worked for 2 years at Mare Island Shipyard in Vallejo as a design engineer for attack submarines and is looking to soon retire after 38 years with Pacific Gas and Electric Company.

 

Dave has officiated basketball since 1976 (3 years with Orange County prior to moving to North and officiating with Contra Costa since 1979). He served on the board of Contra Costa for several years and was instrumental in convincing membership to join CBOA in the mid-‘80s. Dave was a HS football official from 1992 to 2016 and still blows the whistle for HS and college volleyball. He currently serves as the North Coast Section volleyball rules interpreter.

 

Dave is father of 3, grandfather of 5 and recent great grandfather. Dave remains a Dodger fan, but has abandoned the Lakers in favor of the Warriors. Favorite TV series include The Wire, SOA (SAMCRO), Breaking Bad and its spinoff Better Call Saul. And whenever a good laugh is needed, repeat episodes of Seinfeld are instant cure. Dave has seen numerous Dick Dale concerts over the years and can never get enough of the Blues.

Nick Covella is a veteran official having started his career in CBOA in 1980.  He was a member of the San Fernando Valley Unit until 1993 when he transfered to the Channel Coast Unit.  In the Channel Coast Unit he has served on the leadership team (President, Sec/Treas, Board Member) as well as a member of the instructional staff.  At the CBOA level, he has served as the Southern California Board Member and webmaster

 

Outside of basketball, Nick Covella is the Senior VIce President and Chief Information Officer for a subsidiary Allstate specializing in all types of insurance programs.  His experience spans various industry verticals including Space and Defense, Entertainment, Audio and Internet Advertising.    He has also served in various volunteering capacities including AYSO and YMCA Indian/Adventure Guides programs,

 

Nick Covella attended California State University, Northridge where he earned his undergraduate degree in computer science and later earned his MBA from Pepperdine University.  He resides in Camarillo, CA with his lovely wife and clan of Australian Shepherds.
